SPCA (society for the prevention of cruelty towards animals) in Malaysia is currently having a petition to the prime minster to raise the cruelty fine from RM200 to a significantly higher fine of around RM10,000.00. The rate of animal abuse is high (or so i think) in malaysia and by doing this, you can deter a lot of people from abusing animals

there's a petition on SPCA to raise the cruelty fine from RM200 to a significantly higher fine of around RM10,000.00. SPCA is now entering a second phase in hope to collect at least 100,000 signatures locally and INTERNATIONALLY
The first case, a Breeder in Cheras was fined RM200 for cruelty to 13 dogs, the charge was expected to be for each individual dog (i.e. 13 X RM200) and the lack of a ban of keeping animals after prosecution for cruelty means that each dog was returned to the owner to continue a life of suffering and production.
The second case, a Daschund named Tim, was chained so tightly round his neck that the chain had become embedded into the skin and a six inch wound exposed a bloody mess around his neck. The owner in this case was fined RM200 and had to spend one day in jail. The dog is to be returned to the owner. Tim is still recovering from his injury and several operations to remove the chain from his neck.
According to the Law in Malaysia the maximum fine for cruelty to animals is RM200 and/or 6 months imprisonment. SPCA is appealing both cases at present and will aim to have the 13 dogs and Tim surrendered to SPCA’s animal home in Ampang Jaya.
SPCA is appealing that the Animal Ordinance 1953 is amended to first of all increase the fine to a realistic fee (after all a pedigree puppy costs about RM1000 – 2000 today) and imposes a BAN on KEEPING ANIMALS following prosecution for CRUELTY.
The law now (200 ringgit Malaysia fine) is way too lose and wouldn't deter people to stop abusing animals and animal abuse is rampant in Malaysia

Abused: Case 7
A teenager called the Sarawak SPCA Shelter to report a dog lying in the bushes outside her house with one of its front leg chopped off. Some children were also seen throwing stones at the poor dog, as it lay resting. The kind-hearted girl, feeling sorry for the dog, which had maggots all over its body, fed it for 2 days but feared it may be dying. The Sarawak SPCA picked up the mutilated dog and took it to the vet. Unfortunately, the dog had to be put to sleep due to the extensive wounds. Is this the kind of society we want to live in? How can our society achieve true development without humanity?
Abused: Case 5
This puppy was placed in a box and dumped in front of the Padawan Municipal Council (MPP) Store after being thrown in the tar, possibly near some road works. The MPP officers brought the puppy to the Shelter for help. The Sarawak SPCA suspect someone threw the puppy in the tar for fun. This puppy did not survive.
The Sarawak Society for the Prevention of Cruelty to Animals (SSPCA) sadly finds yet another example of the act of neglect and abuse in Kuching when the Padawan Municipal Council (MPP) officers brought this dog to the Shelter last week. The dog, obviously seen here malnourished and ill, was locked up in a cage for a long period of time by the owner, with little water, food and exercise. This is quite a common practice in Kuching. The dog did not survive another day
This young cat was a stray and was brought in to the Shelter by a thoughtful bystander. The Sarawak SPCA was told that the owner of a canteen in one of the primary schools here in Kuching threw hot water on the poor kitten. After that, even while it screamed in agony, primary school students played with the kitten, kicking it in the air like a football until it's tail was broken in three places. The Sarawak SPCA took it to the vet in effort to save it but it was too late for the young cat. Do you think one of your children could have been involved? Are these the sort of children we would like to have as leaders in the future?
The Kuching North City Hall (DBKU) officers retrieved this young dog with its tail chopped off. When the dog was brought in to the Shelter, he was wailing and screaming in pain. He couldn't eat or sleep and wailed in agony every time he tried to sit. He too, did not survive. Did this dog deserve its sad fate? What kind of human being would do such a thing
Abused cat found at a local hawker centre. The cat was found badly abused and in terrible pain. Very unfortunately, it has to be put to sleep to spare its suffering.
Many cats are left behind to fend for themselves in hawker centres when their owners find it difficult to keep them as they multiply in numbers so quickly. Their owners, thinking that there will be no lack of food at the hawker centres do not realise that these cats will be a nuisance to the public when they get hungry and as a result, expose them to possible abuse by frustrated customers. If you are a responsible owner, neuter your cat as soon as they reach sexual maturity or when you decided that you have enough cats at home.
Abused dog with her upper lip chopped off deliberately. The mother dog had just given birth to a litter so she had to carry on living bravely for a while in order to feed her litter. In her condition, aside from the pain she endured, the poor dog had difficulty eating and drinking
