The Petaling Jaya best neighbourhood contest which is being held by MPPJ for the fourth time is still pretty far from success. Last year, only 12 of the 90 associations and RT sectors in the municipality took part in the contest.
The non attractive reward simply is the main drawback. The first prize is a development grant worth RM50,000, followed by a RM40,000 development grant for the first runner-up, and a RM30,000 development grant for the second runner-up. Just imagine what can really be done with only RM50,000 for a neighbourhood?
Although local neighbourhoods are encouraged to team up with non-governmental organizations (NGOs) and private companies to carry out various projects, but most of them were not able to secure any sponsorships. The situation became even worst when some associations commented that they have problems getting assistance from MPPJ itself to carry out any projects.

The effect of the PJ best neighbourhood competition to the local community may not be noticeable in the short term. However, in a longer-term perspective, it shall create awareness among Petaling Jaya residents of the need to maintain a close knit community in line with its status of being a modern satellite town in Selangor - a state which has recently proclaimed as a developed state in Malaysia ahead of others as an effort to fulfill the nine objectives envisaged in the Vision 2020 Charter, which include sustaining macro-economic stability, eradicating poverty, enhancing quality life, overcoming social ills and instilling moral and ethical values.
Also, by mobilizing residents of different races, religion, gender and age in activities of the local community, this competition helps inculcate ethnic harmony and inter-racial respect and understanding, along the objectives of both the Vision 2020 and Bangsa Malaysia.
What are the differences or improvements for those winners who won in the past contest?

For those who have won in the past contest, they would be more aware of their obligation, more motivated and better prepared to maintain their status quo, if not to strive for further improvement, development and progress, with a view to stage a come back in the next contest.
For instance, in 2004, The Best Neighbourhood award went to the Kota Damansara Residents Association. This was Kota Damansara's second consecutive win and for its efforts, received a development grant of RM50,000.
How has been the participation in year to year comparison?

The response thus far has been lukewarm. For instance, in 2004, only 12 of the 90 associations and RT sectors in the municipality took part. Perhaps this is due to poor publicity. In this repsect, PJ Net has a meaningful role to play to create awareness of The Best Neighbourhood among the PJ community.
What improvement should be done in terms of awards or contest rules for bigger success?

In terms of awards, perhaps the amount of money granted could be adjusted flexibly in accordance with the level of response from the participating organizations.
More awards could be considered to cover a wider scope of prospective participants, so as to reflect the real concept of the best neighborhood. A special category could be created for the The Best e-Neighbourhood, for instance, this PJ Net, which augurs well to the success of The Best Neighbourhood for the PJ community. This is because Petaling Jaya Net, known as PJNet, is a non profit community website developed and maintained by a group of PJ residents, sharing many common characteristics of a residents association.
In terms of contest rules, the indicators for the past winners shall be increased. This is to ensure that the area progresses compared to the past year. Also, all contest rules shall be subject to change whenever necessary. Feedback and public views shall be welcome. This is to ensure a bigger success for the The Best Neighbourhood contest.
